Customs clearance

Andorra is not an EU member, but it forms a customs union with the EU for industrial goods (HS chapters 25–97) — these goods pass duty-free, yet still require an export declaration and Andorran import clearance. Agricultural and food products are not covered by the customs union and are cleared conventionally with an EUR.1 certificate.
